Iray Quick (And Grainy) Render inside Substance Designer... This was saved as one of the Presets.
That same Material was used at Katy Perry Music Video - Smile. Her hat is using the Glamourize material :)
This is a quick test in Painter, just using one of it's alpha as a Custom Shape, and a texture as a Colour Source. :)

Procedural Sequin. The flakes had a small bevel on the edges, but you can adjust then to be flat as well.
1 Day after the release of Version 2 of the material i added the Version 3. lol. Now with Options for Distribution Map + You can paint the distribution Map in painter. :) (+Smart Material to help with this setup using Anchor).
You can use this material to add a magical and sparkling touch yo your surfaces in Painter, because you can layer it over them.
It's flexible so you can change the flake shape by a Black and White Alpha and create your own version of material pretty fast.
You can make it transparent too for thin, sparkling fabrics
Glamurize - Procedural Material
The Glamurize It is a flexible material to generate sparkling layers over your other materials. With options to add custom flake shapes, custom colour input and tweak many other parameters. Turns out that just tweaking the parameters i made this sequin/fabric texture. It has height information and no collisions between scales/flakes.
